Updated Analysis of FY 2019 State Education Funding in Revised FY 2019 Budget

Earlier this week, the Connecticut General Assembly’s Office of Fiscal Analysis (OFA) released estimated town-by-town runs for fiscal year 2019 for the Education Cost Sharing (ECS) grant and other statutory municipal aid grants. These estimates are based off the budget adjustment bill, which was passed by the General Assembly on May 9 and signed into law on Tuesday by Governor Dannel Malloy.

As a result of OFA releasing estimated town-by-town ECS grants, we have updated the analysis we released last week, which featured our own estimates, to reflect this latest information from the legislature’s nonpartisan financial office.

The updated analysis, which along with town-by-town ECS estimates features a comparison of those estimates to current funding levels and appropriated ECS amounts for FY 2019 in the original biennial budget, can be found at http://ctschoolfinance.org/assets/uploads/files/Town-Education-Funding-Budget-Comparisons-SB-543.pdf. This analysis also includes a table with changes to schools of choice line items and other major education grants; however, no updates have been made to this table since the original release.

Along with this updated analysis, we have produced a helpful spreadsheet with each town’s estimated ECS grant for FY 2019 along with comparisons to FY 2018, and originally budgeted FY 2019, funding levels.
